Needs IVF to have more children after carrying permanent birth control

Question:
One of my friend's wife undergone three scissorions(operations)to deliver her three kids. Because of her health, doctor told her to do sterilization (stopping pregnancy). His wife undergone the sterilization treatment(which is called family planning). After that they lost one of their kids. But they wants to have a baby now. since they have undergone the sterilization now its impossible to have a ababy.But Doctors are telling them there is no way other than only one way which is conceiving baby thro the test tube baby. Sheik my friend is confused by some muftis different opinion. His question is getting the test tube baby for his case that is he is already having two kids and did sterilization(family planning) acceptable (jayas) in islam or not? 2. The other question is the sterilization (family planning) what he did for his wife is acceptable in islam or not? If it is wrong what he has to do for the mistake what they did? Jazakkallah khair and may allah give you good health with long life.
Answer:
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
We have previously issued Fataawa 82554, 86041 and 84882 clarifying that artificial fertilization is forbidden except for a necessity or dire need. Since this woman has two children, then there is no real need for having more children through artificial fertilization. Hence, we advise the parents to properly raise their children and ask Allaah to bless them and make them a comfort to their eyes.
If their desire to have more children makes them feel distressed, then they should be patient and remember that there are people who were not blessed with children at all, and this will alleviate their feelings.
With regard to carrying a permanent birth control, then if this was the advice of trustworthy and experienced doctors, and it was a means for protecting the life of the mother, then we hope that the parents are not sinful, Allaah willing.
