All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
If the meat you referred to in the question is slaughtered according to Islamic rites, then it is permissible to eat it row if this does not lead to any harm.
The meat that you mentioned in the question is known in Arabic as Al-Qadeed (dried meat) and it is permissible to eat it.
