This discharge that comes out after urinating is known as Wadyy (a thick white liquid). If it does not come out continuously, meaning that it stops during the prescribed time of the prayer for an interval of time that is sufficient to perform ablution and pray while being in a state of perfect ritual purity, then you should wait for the discharge to stop then perform ablution and pray during that time. However, if you fear that this discharge will not cease until the prescribed time of the prayer ends and there is no known time for its stopping, then you are subject to the ruling of the person suffering incontinence. This means that you should perform ablution after the time of the relative prayer starts and pray the obligatory and voluntary prayers, as needed, with that ablution until the time of the current prayer expires.
