All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
Allah has prohibited in His Book a Muslim from stealing, Allah Says (what means): {…nor will they steal…} [Quran 60:12] Also, the Prophet strongly prohibited stealing in many Hadeeths as he said: “The fornicator is not a believer when he is committing fornication, and the thief is not a believer when he is committing theft, and the drunkard is not a believer when he is drinking alcohol.” [Al-Bukhari]
Besides, Allah ordered the hand of the thief to be cut if he steals an object whose value is one-forth of a Dinar (a measure that equals 4.25 grams) or more. This is in regard to forbidden money whether it belongs to a Muslim or a non-Muslim, and whether it is in banks or any where else.
Moreover, a non-Muslim who should be respected is the non-belligerent non-Muslim and this includes a covenanter and a person who was given the assurance of protection.
Allah knows best.
