All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
If one does not find a mosque close to him which he can frequent and there are no Muslims who can build a mosque in his neighborhood, then he can arrange to have a mosque in his house; i.e., a place where he and his family can pray in congregation.
In fact, some of the Companions of the Prophet made mosques in their houses. They requested the Prophet to pray in their private mosques, seeking his pleasure and Allah's blessings through his prayer, and the Prophet did so.
Allah knows best.
