All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.
No doubt that the ruling of means depends on their purposes and vice versa. That is to say that both the means and ends should be permissible. So, everything which leads to what is forbidden is forbidden in itself. The belly dance practiced by many dissolute women is forbidden.
Therefore, it is forbidden to sell anything that is forbidden or helps in committing forbidden act, whether to Muslims or non-Muslims. Based on the above ruling, we conclude that selling such garments is forbidden since it is cooperation in committing sin while Allah Says (what means): {… but do not cooperate in sin and aggression.} [Quran 5:2]
