All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
The Prophet said: "Five are among the Fitrah acts (i.e. natural disposition): Circumcision, shaving the pubic hair, plucking out the armpit hair, clipping one's nails and trimming one's moustache." [Al-Bukhari and Muslim] In another narration, the Prophet said: "Ten are among the Fitrah acts, (….and he mentioned) …shaving the pubic hair." [Muslim]
An-Nawawi when interpreting the narration reported by Imaam Muslim said: "What is meant by "the pubic hair" is the hair which grows on the penis or around it, and the hair around the private parts of a woman. Nonetheless, it is reported that Abu 'Abbaas Ibn Surayj said that it is the hair which grows around the anus. To conclude, it is desirable to shave all the hair which is on the private parts and the anus, and the hair which grows around them."
Therefore, it is permissible to shave the pubic hair, and you should know that it is normal for the hair to grow in this part of the body, and that it is the pubic hair referred to in the narrations.
As regards the hair under the navel and on the hips, it is not desirable to shave it as it is not included in the pubic hair.
