Question
i heard of cases where muslim men marry women from the people of the book and their children are not muslim so this would be considered a loss. so i am guessing marrying women of the people of the book is only allowed in muslim countries??? or under islamic rule??
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.
In principle it is permissible for a Muslim to marry a woman from the people of the Book whether she is in a Muslim or in a non-Muslim country, and whether this is under a Muslim rule or a non-Muslim rule.
However, due to the disadvantages that may result from such a marriage –as you mentioned in the question –the scholars 
absolutely disliked it. If the woman is in a non-Muslim country, then this is even more disliked as more disadvantages are probable.
