Question
salam aleikum.. i have one question. i have some decise in my eyebrows to make the hair there to not grow. i have this since i was 16 years. i only have very little hair there and when i was younger i must to make make up in my eyebrows because it look ugly and i cant show myself to anybody. i know its haram to make tatoo, but because i cant make makeup there all the time and when it rain and other things the make up go away and then it look ugly again. i look like one monster. 2 years ago i have go for to make tatoo make up in the eyebrows like this i dont must to worry about the water or other things take away the make up, but now the tatoo start to go of. what is better for me to do. to make new tatoo or to make hair transplatation to the eyebrowes, meaning to take hair from me in other places and go to one doctor who makes hair in my eyebrows. the problem is that this thing cost very much and i dont want to take riba for to make this. i have been in doctors for to see if they can make something to make my eyebrow grow but they say its no solution because the hair roots have die. i have try to make diffrent oils and produkts for to make them grow but because the root is dead nothing works
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
It is permissible for you to treat this defect by making an eyebrow hair transplantation as we clarified in Fatwa 87794.
However, it is not permissible for you to borrow money with Riba (interest and/or usury) to do that because Riba is one of the grave major sins that incurs the curse of Allaah. Besides, your case is not a necessity that makes it permissible for you to deal with Riba; for more benefit, please refer to Fatwa 81364.
Moreover, it is permissible for you to put permanent dyeing in that place (the eyebrows) but without resorting to tattooing which is forbidden.
