Question
salaam.. please will you advise me if semi permenat eyeliner or makeup is allowed for women in islam. my husband has allowed for this but i want to know it this is allowed in islam. thank you.
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.
If the eyeliner or makeup in question has no substance that may prevent the water from reaching the hair or skin, then there is no harm in using it; and its being permanent does not change its ruling. But if it has a substance that may prevent the water from reaching the hair or skin, then it is impermissible to use it at times when Tahaarah is due on the woman, because in this case, her Tahaarah is not valid. For further information, please refer to Fatwa 91336.
In case using it is impermissible, the husband’s permission to use it does not make it permissible to use. Also, in case using it is permissible, the woman is forbidden to go out with her adornment in such a way as to be seen by men; rather it is due on her to screen it in response to the command of Allaah The Almighty (which means): {and not expose their adornment except that which [necessarily] appears thereof.}[Quran 24:31]
