Question
Can the cbd stuff that looks like weed but contains less than 0.3 percent thc be smoked as an alternative to marijuana or is it also haram
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
In general, we say that what we know about this substance called cannabidiol is that it is a substance extracted from the hemp plant, and it is one of 113 identified cannabinoids in cannabis plants and accounts for up to 40% of the plant's extract, as per the Wikipedia (The Free Encyclopedia).
Hemp is a plant that has a narcotic effect, and it has effects on the body. It is one of the most widely used drugs in the world.
Since this is the case, then it is not permissible to use that substance extracted from it.
