I have a wound on my foot on which cotton from socks accumulates and stays there until I remove it, sometimes it's hard to remove it and I have to use tweezers. Is it obligatory for me to remove this cotton, does it prevent water from reaching the skin?

These cotton threads that stick to a wound when wearing socks create a barrier that undoubtedly prevents water from reaching the skin beneath them. Therefore, it is obligatory to remove them before performing Wudu (ablution), unless doing so would cause you harm.
