All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
The translation of the Quran has the same ruling as the books of Tafseer (the interpretation of the meanings of the Quran) and there is a difference of opinion among the scholars about a woman in menses or a person who is not in a state of ablution touching the books of Tafseer. Some of them permitted it, some forbade it and some others gave more details about it.
Those who gave details say that if the text of the Quran is more than the text of Tafseer – even if the two texts are not located separately – it is forbidden for a woman in menses and a person who is not in a state of ablution to touch such books. But if the Tafseer is more than the text of the Quran then it is not forbidden, but disliked. Thus, the translation has the same ruling as the Tafseer and this is the opinion with which the heart feels comfortable.
On the other hand, there are translations of the Quran in which the full text of the Quran is separate without translation; in this case, it is not permissible for a woman in menses to touch such translations. For more benefit, please refer to Fatwa 91157.
As regards your second question, there is no festival after fasting the six days of Shawwaal, and celebrating the fasting of these days is an innovation in religion. What is legislated in regard to the six days of Shawwaal is to only fast them and not to celebrate fasting them.
